Andy Burnham is scheduled to unveil his economic agenda on Monday, advocating for a radical devolution of power and financial control from Whitehall.
His plans include granting regional mayors enhanced authority over social housing, welfare, and post-16 education to boost economic growth.
Burnham, a long-standing proponent of decentralisation, has previously criticised the current system for forcing regional leaders to seek approval from Westminster.
If unopposed, Burnham is anticipated to become Labour leader on 17 July, with a potential handover to Prime Minister on 20 July.
Cabinet discussions are underway, with Rachel Reeves reportedly not continuing as Chancellor, and Ed Miliband and Shabana Mahmood being considered for key positions, while Defence Secretary Dan Jarvis has publicly backed Burnham.
