IPP prisoner recalled for custody for sixth time after anonymous call
Shaun Lloyd has been recalled to prison for the fifth time under an Imprisonment for Public Protection (IPP) sentence, originally imposed when he was 18 for snatching a mobile phone.
His latest recall was triggered by an anonymous phone call alleging he strangled his mother, despite him not being arrested, questioned, or charged over the unproven allegation.
Mr Lloyd has served nearly 14 years for the minor crime, with IPP sentences, abolished in 2012 but not retrospectively, leading to indefinite detention and repeated recalls for minor licence breaches.
His case is currently under review by the UN, which is investigating the ‘national scandal’ of indefinite jail terms, described as ‘psychological torture’.
Mr Lloyd’s family is appealing to the Justice Secretary for his urgent re-release, citing a serious health scare and the devastating impact of the recall on his life and mental health.
