Reimagining urban growth: the Northern Metropolis

A prime example is the Northern Metropolis, one of the city’s most ambitious long-term development plans. Designed as an engine for economic growth, innovation and technology, it is not simply about building infrastructure but about reimagining how a city’s urban systems are planned, connected and integrated.

In June 2026, AtkinsRéalis, in a joint venture with AECOM, was appointed by Hong Kong’s Highways Department to provide design and construction services for the Northern Metropolis Highway (San Tin Section). The scope spans project management, planning, design and delivery, the joint venture will support the development of this critical transport corridor, enhancing connectivity across one of Hong Kong’s most significant growth regions.

At the same time, AtkinsRéalis is contributing to the San Tin / Lok Ma Chau Development Node and the Kwu Tung North / Fanling North New Development Area, both as key components of the Northern Metropolis. These bring together housing, commercial and employment opportunities, community facilities and green spaces, aiming to create a community that balances modern living with the area’s distinctive ecology and heritage.

Strengthening regional and cross-boundary connectivity

Cross-boundary integration is another frontier. In July 2025, AtkinsRéalis was appointed to lead the investigation and design for the Hong Kong section of the Hong Kong–Shenzhen Western Rail Link. At 7.3km, the project demands a high degree of coordination across jurisdictions, alongside multidisciplinary expertise spanning rail systems, tunnels, stations and environmental planning.

It also underscores the firm’s ability to navigate both international and Chinese mainland design codes and standards, ensuring technical alignment, regulatory compliance and seamless delivery across a complex, multi-jurisdictional environment. More broadly, this work highlights Hong Kong’s growing role within the Greater Bay Area, not just as a connector of places but as a platform for integrating infrastructure systems at scale.

Across its global operations, AtkinsRéalis is employing advanced capabilities such as AI-enabled analytics, geospatial intelligence and digital-twin technologies to help governments and infrastructure operators plan, manage and optimise complex urban systems more effectively. By combining real-time spatial data with predictive insights, the firm is also bringing more connected and data-driven infrastructure planning capabilities into Asia’s urban landscape.AtkinsRéalis is also deploying Building Information Modelling- (BIM) enabled digital twins, predictive analytics and drone-based inspections to improve visibility and coordination across the project lifecycle.
