Building the Future: How BTRi Is Positioning Hong Kong as the Global Gateway for Construction Innovation

Hong Kong is pursuing its most ambitious development agenda in a generation, led by the Northern Metropolis, with the backing of the Hong Kong’s First Five-Year Plan which proactively aligns with the national development strategies in the National 15th Five-Year Plan. Yet delivering Hong Kong’s development ambitions will require the industry to address long-standing challenges in productivity, cost-effectiveness, quality and safety.
Established in August 2024 as a company wholly owned by the Financial Secretary Incorporated, BTRi serves as Hong Kong’s dedicated platform for construction innovation, helping the industry address these challenges.
“BTRi was established to bridge research capacity and industry needs, ensuring that innovation creates measurable value for Hong Kong.” says Ir Hon Chi-keung, Chairperson of BTRi.
From Pilot to Tangible Results
BTRi’s remit spans three functions: applied research and development; standards advancement; and accreditation, certification and testing. Since inception it has initiated more than 45 innovation projects across advanced materials, smart construction, digitalisation and emerging construction technologies, many of them undertaken in collaboration with government departments, universities and industry partners.
Early results are already demonstrating the value of this approach. “BTRi’s initiatives are estimated to have delivered HK$3.1 billion in annual cost savings for construction projects,” says Hon.
A number of flagship initiatives highlight the potential of innovation to transform project delivery. A wind tunnel testing study for noise barriers in Yuen Long South demonstrated potential construction cost reductions of about 20% through design optimisation. Separately, the pilot application of low-density engineered cementitious composites (LD-ECC) at the Shap Pat Heung Interchange cut construction time by 40% to 50% and direct construction costs by 20%.
Beyond cost and time savings, BTRi’s initiatives are also generating wider benefits in safety, productivity and project quality. BTRi developed the industry’s first comprehensive technical specification for remote-control tower cranes, supporting the adoption of the technology to enhance occupational safety and health and improving operational efficiency by around 10%.
Accreditation as a Catalyst for Innovation and Market Access
Where BTRi’s influence becomes tangible is in adoption. Since April 2026, the Government has recognised the BTRi’s Modular Integrated Construction Manufacturer Accreditation Scheme (MiC-MAS) list of accredited manufacturers as the reference for Modular Integrated Construction (MiC) suppliers on public works, the accreditation has become a recognised pathway to market adoption, providing independent assurance of quality and capability.
Its Construction Product Accreditation Scheme (CPAS), launched in September 2025, serves a similar purpose for construction materials and products. Through a centralised platform, BTRi independently assesses products against Hong Kong’s industry internationally recognised benchmarks and maintains a repository that project teams can readily access. Today, CPAS-accredited products are recognised and accepted by public clients and authorities, providing industry stakeholders with a trusted and efficient pathway for adopting high-performing construction products.
Hon describes the schemes as confidence-building platforms. They provide trusted benchmarks for quality, safety and performance, creating a common language of trust among governments, developers, contractors and manufacturers.
The benefits go beyond regulatory compliance. For manufacturers – particularly those from the Mainland – accreditation provides a trusted gateway into Hong Kong’s construction market, while simultaneously paving the way for broader international opportunities.
Inside BTRi’s Global Gambit: Exporting Hong Kong’s Construction Excellence
BTRi’s vision extends beyond Hong Kong. Leveraging the city’s recognised experience in quality infrastructure delivery and the application of international standards, BTRi is positioning Hong Kong as a gateway linking Mainland innovation with international markets. BTRi also enables innovative technologies and materials to demonstrate performance, build confidence and gain wider acceptance across jurisdictions.
The strategy is already taking shape. In July 2026, BTRi led a 30-strong delegation to Victoria, Australia, comprising senior representatives from government, leading MiC manufacturers, and consulting bodies, to promote Hong Kong’s expertise in MiC. The mission forged stronger ties with industry, academia, and the public sector, while exploring pathways for future collaboration in advanced construction technologies. More than a delegation visit, the mission demonstrated Hong Kong’s potential to connect innovation, expertise and market opportunities, paving the pathways for new collaboration and industry advancement.
