  • The prime minister has announced changes to the prison early release scheme to exclude anyone convicted of unlawful killing, including manslaughter and death by dangerous driving.
  • The revised policy ensures that Albert Bowers and Jessie Cole, who were convicted over the death of Pc Andrew Harper, will not be released early.
  • Exemptions from the early release scheme have also been extended to cover individuals convicted of historic child sex offences and indecent assault.
  • Extra prison capacity will be created by deporting foreign offenders and ending indefinite Imprisonment for Public Protection sentences.
  • Debbie Adlam, the mother of Pc Andrew Harper, expressed gratitude for the decision while calling for broader reforms to the justice system.
