NCC grants Enugu 15-year lease for startup hub

The Nigerian Communications Commission has granted the Enugu State Government a 15-year lease to operate its Digital Industrial Park and Learning Centre, aimed at fostering artificial intelligence, startups, digital skills and technology-driven enterprises.
The arrangement is intended to turn the facilities into platforms for innovation, entrepreneurship and human-capital development, while supporting Enugu State’s ambition to attract investment and build capacity in emerging areas of the digital economy.
The Executive Vice-Chairman and Chief Executive Officer of the NCC, Dr Aminu Maida, announced the partnership at the handover ceremony in Enugu, saying the Commission was pleased to transfer the facilities to a state government it believed had demonstrated the commitment to put them to productive use.
“These facilities were conceived as platforms for innovation, entrepreneurship and human capital development.
They were designed to deepen digital skills, support startups, attract investment, create jobs and position Nigeria as a competitive destination for business process outsourcing, knowledge process outsourcing and other technology-enabled services,” Maida said.
The agreement gives Enugu responsibility for activating the facilities and developing their economic potential, with the NCC expecting them to support skills acquisition, startup incubation, research and technology-enabled enterprise.
The regulator noted the value of the facilities would not be determined by the buildings or equipment alone, but by their ability to generate tangible economic opportunities.
“Buildings alone do not create innovation. People do. Ideas do. Entrepreneurs do. And partnerships bring all these elements together,” he said.
According to the NCC chief, the success of the partnership would be measured by its practical impact on skills development, idea generation, business creation and job opportunities.
The commission’s decision to transfer the facilities to Enugu, Maida said, was informed by the state government’s investments in education, infrastructure, innovation and digital capacity.
He said the NCC expected the partnership to support Enugu’s ambition to become a leading destination for digital services, artificial intelligence, startup incubation, outsourcing, research and other technology-enabled activities.
“We expect that this partnership will support Enugu’s ambition to become a leading destination for digital services, artificial intelligence, startup incubation, outsourcing, research and technology-enabled enterprise,” Maida said.
The emphasis on artificial intelligence and outsourcing comes as digital technologies increasingly reshape how businesses deliver services and how workers acquire and apply skills. For Enugu, the facilities provide a physical base from which young people and entrepreneurs can develop capabilities and businesses that can serve markets beyond the state.
Maida also linked the initiative to the Federal Government’s broader digital economy agenda, particularly priorities around digital infrastructure, digital literacy, innovation and indigenous content development.
He said the partnership aligned with President Bola Tinubu’s Renewed Hope Agenda and the national ambition to build a $1tn economy driven by productivity, innovation and private-sector growth.
The NCC chief also commended Enugu State Governor, Dr Peter Mbah, for what he described as purposeful leadership and a deliberate development agenda, citing investments in infrastructure, education and skills.
Maida specifically referenced the state’s renewed drive to recruit about 6,500 teachers under its Smart Green Schools initiative, arguing that human capital would determine whether investments in infrastructure could translate into sustainable economic gains.
“No investment delivers more enduring returns than investment in people,” he said.
He argued that physical infrastructure, including roads, buildings, broadband networks and technology platforms, would become productive only when people possessed the knowledge and skills to use them effectively.
The point, he added, had become increasingly important as artificial intelligence, automation and other digital technologies reshaped industries, employment and public-service delivery.
Maida said technology-enabled schools, digital learning facilities, robotics and artificial intelligence laboratories reflected the need for education to evolve alongside technological change.
Beyond skills development, the NCC said the Digital Industrial Park and Learning Centre are expected to provide entrepreneurs with opportunities to turn ideas into viable businesses and enable local enterprises to connect with opportunities outside Enugu and Nigeria.
The broader objective is to create an ecosystem in which infrastructure, skills, entrepreneurship and investment reinforce one another rather than operate separately.
Maida said achieving that objective would require sustained cooperation between government, business, academia and development partners.
“No single institution can build Nigeria’s digital future alone. The Federal Government, state governments, the private sector, academia and development partners all have complementary roles to play,” he said.
The partnership therefore places the Enugu facilities within a wider push to use digital infrastructure and human capital to support economic diversification, job creation and private-sector growth.
For the NCC, the 15-year arrangement is expected to ensure that the facilities move from physical assets to productive platforms for digital skills, innovation and enterprise.
The commission reaffirmed its commitment to initiatives aimed at expanding digital opportunities, strengthening human capital and ensuring that communities are not left behind in Nigeria’s digital economy.
